The rating system considers graphic violence to be less offensive than a breast or ass. Totally true. The biggest thing about the whole "ratings" system is what makes something R versus NC-17? Nudity. As long as there is no nudity younger kids can see it. Doesn't matter that some guy gets graphically tortured, as long as there are no boobs. North America is full of prudes. The same games/movies in Europe would be available for 13 year-olds (depending on the violence). I think ratings should be based on situations not skin. Umm, yeah. Totally true.
